I think I've got it: Aranruth, sword fo the Kings of Numenor, 'brother' of the scepter of the kings, it was lost when Ar-Pharazon sailed towards Valinor. The scepter was brought to Middle Earth by Elendil, in the 4th age Elrond gave it to Aragorn as he is a descendent of the kings of Numenor. Am I right?

well, I know it isn't very fair of me as Eowyn already answered it almost perfectly, but... anyway, it is the sceptre of Numenor, the one Ar-Pharazon had after Elendil came to ME he took the Sceptre of Annuminas as the symbol for royalty and...eventually after the Downfall of Arnor it was passed down through the generations of the Kings of Arthedain and their descendants, the Chieftains of the Dúnedain, so reaching Aragorn
The Elf of the Spray is Elros, there were three Queens of Numenor, the Sceptre of Kings is buried under hills in Valinor, and Annuminas is Sindarin for West-Tower. Thank you all for playing.

I think we're dealing with more then one person since I saw 'we' used between lines. A pure race that live in the forest and hate orcs!! Hmm... could be the lorien elves?
